The Big Tower is accessible via the Museo Civico (Municipal Art Gallery). This gallery is located on the second floor of the adjoining Palazzo del Popolo. When you head up the steps to climb the tower it will be obvious to you. It is a small museum built to accommodate the Palazzo's large selection of medieval frescoes.
